Leveling from 1 to 60
Follow your faction's old starter, then the new bands. One guide's 1–20 timer is 20.5 hours, against 20.4 for a Classic comparison they ran.
Pace, not a GPS track
Outpost's leveling guide says 1–20 took 20.5 hours in their run versus 20.4 in a Classic comparison, that dungeon quest experience was reduced, and that experience from kills was raised by about 20 percent. I would not plan a world-first 60 around a single stopwatch. It is a shape: the open world pays slightly better, and dungeon quests pay worse, so living in instances is a weaker plan than it was.
Skyborne characters begin on Zephras through level 12. Everyone else begins in the classic starter. There is no level scaling to rescue you in a high zone, and there is no flying to skip it. The starter guide's keys still help: L for the quest log, M for the map. Talents arrive at 10.

Questions
What is the best zone order?
Starter, then the level band on the map page. I do not have a second timed route to rank against the 20.5-hour run.
Should I dungeon spam?
The guide's XP shift argues against it. Group when you want the dungeon, not as the only engine.
