Do you need the Heroic pack?
Buy Heroic, or anything above it, if you want Skyborne and Zephras Isle. Skip it if the old races are enough.
The threshold
Heroic is the cheapest published Skyborne unlock at $29.99 in the US guides. It includes the race, Zephras Isle, the early name-reservation right while that window existed, and a set of cosmetic rewards. It did not include the beta, and it did not include 30 days of game time. You still need a subscription after the pack.
The two independent code guides assign Heroic a single Invite-a-Friend channel, and Epic or the Collection three. That split is not spelled out as 1 and 3 on the Blizzard post I used, which says one or more. Epic is the upgrade if you wanted the larger cosmetic set. The Collector's Edition is a different object, a box, not a better Heroic.

| Friend channels in two guides | 1 | 3 total | 2 guides, not the official wording |
Questions
Can I upgrade later?
The store has sold the higher packs separately. I would read the current upgrade text before assuming credit for Heroic.
Which Skyborne faction do I pick?
At character creation: Horde Windshaper or Alliance High Order. The race page has the class lists.
