Talents, and which calculator to use
Talents are the class trees. Legacy is a second point pool, capped at 16 points on each character at launch. This site does not host either calculator.
Two pools
You spend class talents the old way: points down a tree, dual specialization at level 40, first points at level 10 per the starter guide. Legacy is account-flavored progress. The what's-new post caps launch spending at 16 points per character. That cap is why a Classic 51-point plan does not drop straight onto Forever even when the tree looks familiar.
I am not building another talent calculator. wow.gg, Wowhead, and the Forever-specific calculators already answer the click-path. The tools page lists them. What this page owes you is the distinction: a Legacy point is not a talent point, and a preset (Classic versus Enhanced) does not respec you.

Questions
Which calculator is official?
None of the fan calculators. Blizzard has not shipped a planner page I can point at as the only one.
Do rulesets change talents?
No. Rulesets change PvP and naming rules, not the trees.
